18-year-old Minnesota Guardian films a woman for 7 seconds on a sidewalk which leads to his arrest. Lady walks away and comes back filming him then tattles to the police. Officer Mr. Moore with the St Paul Police Department made the arrest near the Dutch Fair in St Paul Minnesota.
