ARCANE CIRCLE - NEW BATTLESPELL - HOW IT WORKS AND WHO CAN USE IT?

Arcane Circle is a new spell on advance server.
It summons a circle on the gound which increases a hero's magic attack for 3 seconds.
If the user moves out of the circle, the effect will disappear.
According to Arcane Circle's description, it increases the magic power by 30%.
I tested the effect and it acutally gives more than 30%.
