Canada election: Andrew Scheer announces plans to close Safe Third Country Agreement 'loophole' Conservative Party Leader Andrew Scheer said on Oct. 9 that if elected prime minister, his government would "close the loophole" in the Safe Third Country Agreement.

Scheer also said 250 additional officers would be hired at the Canada Border Services Agency.

He made the announcement during his visit to Saint-Benard-De-Lacolle, Que.
