Goa Government has stated that they have decided to restrict the Village Panchayats from exercising powers to issue construction license and occupancy certificates until compliance of Solid and Liquid Waste Management rules. Panchayat will not be able to give license or occupancy certificate to one plus bungalow, house, flat, or a commercial project having 200 square meters or above as total build up area. Meanwhile, many panchayats have disagreed with this circular. Many panch and sarpanch from Tisawadi taluka have held a meeting at Khorlim. They have informed that if occupancy and construction licenses are stopped then, panchayats will have no proper income. They have decided to submit a Memorandum to Goa Government over the issue
