As new comers if you are okay to a second hand jacket you may look at Goodwill and Value Village. You can pick up gently used jackets cheap from Goodwill or Value village. Have them cleaned professionally, it's still cheaper than buying new. Also, when you go jacket shopping, you have to leave room for clothing you wear under. If the jacket is snug to begin with, you will not be able to layer properly under the jacket.
Moreover when you are buying the boots, check to see if they have a good grip as you may find extremely slippery weather conditions and a good grip can help you to reduce the risk of getting injured.
