South Korea's Prime Minister Lee Nak-yon convened a closed-door meeting on Thursday over Japan's latest export restrictions.
They discussed -- for the first time -- whether to take Japan off South Korea's so-called whitelist of preferential trading partners.
Detailed results, however, were not released.
Currently, Japan is benefiting from a simplified inspection process, but if the exclusion goes ahead, Japanese firms will have to go through stricter export regulations for strategic materials.
An official said relevant ministers will gather soon to fine-tune the details.
